I wish I had caught this earlier.  The Fair Scheduler actually has quite a bit 
of coverage at this point (>40 tests in TestFairScheduler and 10s more in other 
files).  The new tests add 10 seconds of sleeping, have some stylistic issues, 
and bloat an already enormous file.  It's not clear to me what the new tests 
add in terms of coverage.

Unless I'm missing something that is covered now that wasn't covered before, 
can we consider reverting?  Sorry to chime in so late on this.
