I don't see why this needs 2 options.

If global max is not set, just to configure queue max, with following convention
 # Queue level max inherits the value from its parent if it is not explicitly 
set
 # If queue level max is set explicitly, then it is honored without considering 
its parents

For the case you mentioned,
 # Configure root queue max to 16G/16vcore
 # Configure larger container queue to 120G/256vcore

would that work?
