Rebased on top of YARN-9322.
If I got you right, you spotted that I forgot to check if the fairshare value
is 0 for any custom resource.
I fixed the patch so that custom resource value for the max AM resource won't
be overridden if it's non-zero.
Does the latest patch look better?
