[~zsiegl] ATSV2 reader is a separate daemon {{TimelineReaderServer}}, writer is
an Auxillary service part of each {{NodeManager}}. Reader exposes Rest Api, we
can use about rest api "http://yarn-ats-3:8198/ws/v2/timeline"; to check if
TimelineReader Server is running fine or not. For writer, health check of NM
should be enough.
