[~zsiegl] Thanks for the patch. Have one suggestion, is it possible to use
{{HBaseTimelineReaderImpl#isHbaseDown}} which already does hbase read
periodically. {{TimelineReaderManager}} and {{TimelineReader}} can have a
separate generic method to get storage health.
