I tried backporting this to branch-3.2.
There were mainly minor/trivial conflicts (like YARN-9323 or YARN-9025), but it 
seems that YARN-8967 has changed allocation xml's substantially. The backported 
patch should be overwritten dozens of places and the build should be added new 
fields as well. 
I am not sure what to do, but I suggest to skip pushing this to branch-3.2.

Also, I have to admit not backporting this would also influence any FS related 
new patches in the future, as the definition of allocation xml's will not be 
compatible of the pre-3.3.0 versions.

What is your opinion [~snemeth]?
