I'm attaching a patch that switches to using {{Shell#execCommand}} and calls
{{dir}} instead of {{ls}} when running on Windows. We didn't have any tests
that run distributed shell with the debug flag, so I added one. I verified
that the tests pass on Mac and Windows. Without the change in
{{ApplicationMaster}}, the new test fails on timeout when running on Windows.
