Thanks [~elgoiri] for reviewing. I have updated patch
* Before i was decreasing connection count when its closed. In that case
without this fix connection count will be 0 as connection gets created and
closed in single call. So currently i am not decreasing it when its closed. So
without fix no of connections will be 4(added 2 more queries ).
* Yes i moved it to debug. I thought init will be called only once. But looks
like FederationStateStoreService doesn't use FederationStateStoreFacade so it
calls init again
