bq. To be clear I meant the HAUtil.verifyAndSetAllRpcAddresses() helper method.
HAUtil.verifyAndSetAllRpcAddresses is to copy the rpc-addresses from
rpc-address.<rm-id> to rpc-address in the conf. Here, we are setting
rpc-address.rm-id. The HAUtil method is called internally after we set the
instance-specific configs.
