As I raised during the discussion in

the simulator is not currently compatible with the CapacityScheduler
preemption mechanisms.
More generally the "wrapping" done is likely to break interactions among
components that are accessing not only the top-level interfaces, but leverage
specifics of each scheduler. It would be nice to find some better wrapping
mechanism. [~ywskycn], [~tucu00]... any idea?
