bq. We can create a configuration folder in hdfs, set the proper permission for
it. If the admin user call the any of refresh functions, we can upload the
latest configuration files into this configuration folder.
Right now we have a nice one-way relationship where config files affect the
services and the services do not affect the config files. I'd be very nervous
about altering this.
