Another thing that would help users is we could provide a config servlet on the
RM that would show all these configs. Thus the user can very easily determine
what configs RM is running with. This would also help with testing as you would
now just need a way to determine if the new configs got loaded versus making
sure the new acl's are being enforced or not.
