### Description of PR
Federation: YARN running app web can't be unable to connect, because
AppMaster can't redirect to the right address.
Two steps:
* YARN-11153: make proxy server support federation.
* YARN-11154: make router support proxy server.
This PR is the second step.
### How was this patch tested?
unit test and running on production cluster more than one year.
### For code changes:
* add embed proxy server for router
* redirect tracking url to proxy server.
