It's a standard dev environment. hadoop.log.dir is HADOOP_LOG_DIR and it's
presumed local path without a scheme. So the FS is chosen based on fs.defaultFS
which is HDFS out of the box. I don't want a local path in HDFS. The defaults
should be consistent.
