In the Fair Scheduler web page we report every resource as a vector with both
CPU and memory.
The Fair Scheduler actually always enforces vcore node limits and uses the
number of vcores in the request for respecting these - what's configurable is
whether fairness decisions get based on both CPU and memory or just memory.
