[~leftnoteasy]], actually, since
{{ProportionalCapacityPreemptionPolicy#cloneQueues}} is recursive (stopping at
the leaf queue), there's not an easy way to "skip" a leaf queue inside
{{ProportionalCapacityPreemptionPolicy#cloneQueues}}. I think the
disablePreempt value needs to be stored with each TempQueue object and then
processed in
{{ProportionalCapacityPreemptionPolicy#recursivelyComputeIdealAssignment}}.
Is that right?
