The labelExpression added to ApplicationSubmissionContext is used to app-level
label expression, which will automatically set labelExpression for all
ResourceRequest (User can overwrite this by setting labelExpression in
individual ResourceRequest.
And the labelExpression of AMResourceRequest is only to set labelExpression on
AM container.
