that has the following changes:
* Removed logging from ClientRMService: checkReservationSytem() if
reservations are not enabled
* AbstractReservationSystem: Move start of the thread pool to serviceStart()
* Consistently renamed all RESERVATIONS variable to RESERVATION_SYSTEM
