This is the patch of everything under {{hadoop-yarn-server}} to integrate the
registry with the RM. The RM takes on the tasks of
# creating user nodes with their access permissions (and the system accounts)
# recursively purging records whose persistence is tied to container,
app-attempt or app when they terminate
