Thanks [~kasha] for reviewing the patch
bq. Looks like the patch here handles queue configuration changes gracefully
QueueNotFoundException has thrown and exit the RM. Basically, configuration
change during RM restart is not supported as of now as per CS fix. I made in
sync with as CS.
bq. we should also work on ensuring the configuration changes are preserved
across restarts
