Thanks for pointing out the duplication, [~jlowe], and thanks for comment, 
[~jlowe], [~leftnoteasy].
[~leftnoteasy], are we going to implement non-exclusive node labels support in 
FairScheduler or is there any plan? If so, this problem can be solved 
incidentally just like YARN-2176.
