The test failure is related to the patch. [~elgoiri] - can you take a look?

# ResourceUtilization should be marked Unstable. Also, does it need to be
Public? Accordingly, we need to update or get rid of annotations for the member
methods.
# It would be nice to add a unit test to ensure resource-utilization is
actually tracked when container-monitoring is enabled.
