Attach updated patch:
* Merge {{authorizeStartRequest}} and {{authorizeResourceIncreaseRequest}} into
{{authorizeStartAndResourceIncreaseRequest}} to share most of the code. Similar
to what is being done in {{authorizeGetAndStopContainerRequest}}.
* Some test cases in the previous patch doesn't belong to this issue. Take them
out, and will move them to YARN-3867.
