[~lewuathe] Thank you for updating. Unfortunatelly,
startResourceManagerForPreemptionTest is still confusing because the name of
the class is TestFairSchedulerPreemption.
My suggestion is to rename startResourceManager to
startResourceManagerWithStubbedFairScheduler, and
startResourceManagerForPreemptionTest to
startResourceManagerWithRealFairScheduler. Do you have any better idea?
