Thinking more about it, it might be a good option to move the running/queued
containers to the Manager. The Monitor will continue being the one that knows
about the resources, but I hope we can get those info from (synchronous) calls
without the need for events.
By doing so, I want to make sure we don't complicate more YARN-1011.
So, let me go ahead and do the refactoring to see how it looks and I'll get
back to you.
