The problem is that in order to provide all of the needed functionality in 2.7, 
we either have to backport several JIRAs which would destabilize 2.7 (please

  or we need to pick and choose pieces to backport without doing full 
cherry-picks. 

After the discussion in YARN-4751, we thought it would be best to submit a 2.7 
patch here that only backported YARN-3362 and then add the fixes for the 
metrics in YARN-4751. Please let me know what you think.
