In v3 patch, I incorporate all your comments above except to remove
NodeHeartBeatResponsePBImpl#convertFromProtoFormat. That is actually used by
getResource(). Also, address Jenkins report checkstyle, findbug and whitespace
issue. Javadoc warning is not valid though.
