Posted patch v.2.
Fixed the unit test failure (the {{ResourceManager}} change was corrected so
that the timeline collector manager is initialized before the system metrics
publisher).
I haven't tracked down the {{TestQueuingContainerManager}} failure yet which
appears to be an existing issue (either in our branch or in trunk).
