I would still suggest to merge the two tests even if
ParameterizedSchedulerTestBase doesn't support parameterized tests. We're
trying to merge common parts of schedulers, it's better to avoid creating more
duplications.
For example, putting allocation-id related tests to separate test classes (like
Test"CS/FS"AllocationId), extends from same test class.
Beyond that, patch looks good to me.
