Thanks [~curino] for explanations, now I can better understand background.
For 2). It is make sense to have a unified configurator to instance different
type of policies. But I still think the name is a little bit confusing, do you
think is it better to rename it to something like
FederationPoliciesConfigurator?
For 3). There're some classes such as ApplicationInitializationContext /
ContainerInitializationContext.
