Thanks for bringing up many options here. Rather than RM state store, I think
there is another much simpler and more lightweight solution - cause NM know
exactly which collectors are running on it (collector use a NM local RPC to
notify NM before), NM can just notify RM in registering to new or restarted RM.
What do you think?
