I see. My bad. I missed the part where the active state transition resets the 
cluster timestamp. I only looked at the original definition and assumed 
(incorrectly) that it was never overwritten. Please disregard my comments about 
the active state transition then. As long as we stick with the active state 
transition timestamp, we should be fine. Thanks for the clarification.
