Updating new patch with jenkin fix and AM used scenario.
I added the check mentioned by [~eepayne] in
{{calculateToBePreemptedResourcePerApp}}, but also added back these saved
resources as pre-emptable resource for next higher priority apps to balance
out.. Added various tests to cover the same.
