Yes, YarnClient<-->RM communication is only with UTC format. There will be
utility methods to *convertToUTC(localTime)* and
*convertToLocalTimezone(timeInUTC)* provided that is used by yarnClient as well
as RM. Once update Response received by YarnClient , yarnClient convert to
local time-zone and give it back to user.
