I am also inline with Wangda's thought. I kind of feel that fundamentally basic
cases are running fine. And free resources are handled by surgical preemption
feature. And as discussed earlier, we are coming with dead zone,
natural-termination-factor etc in next patch. So it can help us to avoid some
edge case over preemptions if any.
