Today's Sowetan editorial comment "Ministers' hissy fit risk to all" was
spot on. What were they really thinking? ANC president Jacob Zuma made a
call for all ANC ministers and deputy ministers to continue their work
and serve the people of our country but they chose to defy him and the
NEC.
 
By all of this, they violated the solemn declaration of their membership
that they will abide by the aims and objectives of the ANC as set out in
the Constitution. The Constitution makes clear that ANC members who hold
elective office in any sphere of governance at national, provincial or
local level are required to be members of the appropriate caucus, to
function within its rules and to abide by its decisions.
 
It's therefore clear that their intention was self-serving and
preposterous with agenda to create a cloud of uncertainty and
destabilise the market. I expected Thabo Mbeki to provide a high level
of leadership on the legal technicalities with regard to the
interpretation of the country's constitution together with the NEC to
address far-reaching economic and political implications of the en masse
resignations of cabinet ministers. Instead he allowed them to resort to
hollywood-style of breaking news to embarrass the ANC and its
constitutional structures in pursuit of their personal interests above
those of the organisation and the country.
 
Strangely, the so-called constitutional law expert Shadrack Gutto does
not say anything about the wisdom of such a step. Yet was quick to label
the NEC decision to recall Mbeki as "democratic and unwise." This is not
only absurd and unintelligent rhetoric but a total disdain for the ANC
leadership and general membership. 
 
In August 1989, National Party caucus meeting asked PW Botha to resign
for strategic reasons and FW de Klerk became acting state president the
next day. Where was Gutto? Illiterate views based on little knowledge
can be very disastrous.
 
Be as it may, the challenge facing the ANC now is to accept the decision
of those resigned and continue the work for organisational renewal and
unity in a struggle to build a better life for all.

This means nothing except to say the resignees as deployees of the ANC
defied the NEC's call for all ANC Ministers and Deputy Ministers, to
continue their work and serve the people of our country. By all this,

Ask yourself if these deployees have acted in the true spirit of these
important values or their action is simply a demonstration of anger in
solidarity to the release of Thabo Mbeki as president of the republic.
This is despite the statement by JZ that the ANC will be sending NEC
deployees to all provinces and regions to brief our structures on the
new developments.
 
Be as it may, the challenge facing us now is to accept their decision
and move forward as a united and coherent force of the working class in
a struggle to build a better life for all. I am convinced that the NEC
will sit and strategise given these circumstances and identify
disciplined cadres of our movement at national and provincial level
equal to the task to replace them accordingly.
 
We will meet at the next NGC to assess the strengths and weaknesses of
the current administration in making the country move forward and that
stability is maintained in governance and service delivery, including
the political assessment of the ANC as a ruling party in a quest to
continue the work for organisational renewal and unity.

        Statement on the resignation of members of Cabinet and Deputy
Ministers
        23 September 2008 
        
        President Thabo Mbeki has, to date, received letters of
resignation from the following members of Cabinet which, regretfully, he
has had to accept:
        1. Deputy President
        2. Minister of Defence
        3. Minister of Finance
        4. Minister in the Presidency, Dr. Essop Pahad
        5. Minister of Intelligence 
        6. Minister of Correctional Services
        7. Minister of Public Enterprises
        8. Minister of Science and Technology
        9. Minister of Public Works
        10. Minister of Provincial and Local Government
        11. Minister of Public Service and Administration 
        
        The following Deputy Ministers have also tendered their
resignations:
        1. Deputy Minister of Foreign Affairs, Mr. Aziz Pahad
        2. Deputy Minister of Finance and 
        3. Deputy Minister of Correctional Services 
        
        The resignations will be effective from the day that the
President's resignation takes effect. All the Ministers have expressed
their availability to assist the incoming administration in the
hand-over process and any other assistance that might be sought from
them. President Mbeki thanked the Deputy President, the Ministers and
the Deputy Ministers for their dedicated service to the nation and
wished them well in their future endeavours.
