*YCLSA statement on the review of NSFAS and Free Education*

*08 June 2009*

The Young Communist League of South Africa [uFasimba] applauds and welcomes
the progressive initiative by the Ministry of Higher Education and Training
to review the National Students Financial Scheme [NSFAS] with an intention
to accommodate more poor students.

The YCLSA strongly believe that the review of NSFAS is in sync with the ANC
elections manifesto of providing free education for the poor. We remain
convinced that NSFAS is not a blue-print in its current form and model for
the provision of free education, but can play a key central role towards
achieving this noble objective in line with the Freedom Charter.

As the YCLSA we will formulate our concrete proposals and inputs once the
terms of reference have been made public with an intention of contributing
towards making sure that NSFAS drives the process of unleashing free
education for the poor.

We further call on the Ministry of Higher Education and Training to
standardize the cost of degrees and diplomas across institutions of higher
learning and training. This will go a long way in making sure that the cost
of degrees and diplomas are of the same quality and standard across the
board. This demand should also be located and understood within the context
of curriculum transformation underpinned by the objectives of the National
Democratic Revolution [NDR] and our developmental state agenda, as opposed
to whims and dictates of the market fundamentals and logic.

We believe this demand will demystify public perceptions and beliefs that
degrees and diploma’s obtained from historically disadvantaged institutions
are inferior and of poor quality.
