Resolution 5 of 2009 at PSCBC this document is binding to both,

This document talks about salary adjustment. So please let us ignore
this false E-mail which says government does not have money to pay
salary adjustments this type of mails are dividing the labour movements
and miss leading workers, so let us abstain from this mails. This mail
wants us to have negative attitude against our employer as workers let
us not entertain this mails. We have faith in our government and its
leadership they won't sign a document knowing they don't have funds.

Please don't start budgeting for next month based on the new salary
increments. You might be in for a big shock...what a blunder it really
is. This calls for a strike if Cabinet doesn't approve the mess...
surely this will be factored in the next coming negotiations...yes it's
pays for what we were promised in 2006/07 negotiation (the remaining
2%)... but I feel sorry for the man I might soon be working for...

Public service & administration minister Richard Baloyi has astounded
cabinet and national treasury by signing a wage deal with public service
unions that is not affordable for government and on which cabinet was
not consulted. 

Treasury is reeling from the settlement - an average of 11,5%, which was
three percentage points higher than the mandated 8,5% - which the
mandate committee composed of treasury and department of public service
& administration (DPSA) officials had told negotiators was the upper
limit. 

The first that treasury officials heard about the settlement was when it
was announced publicly last week. 

Richard Baloyi - Tying up loose ends

In previous years, the decision-making route before signing a wage
settlement with unions has involved a bilateral meeting between the
minister of finance and the minister of public service & administration
and then full consultation with cabinet. In this instance, neither w as
consulted. 

A senior government official said: "In the past there had always been
very close communication between the DPSA and treasury, but in this
case, the communication broke down." 

Cabinet spokesman Themba Maseko said that while the matter did arise in
last week's cabinet meeting "no decision could be taken as the mandating
committee was still dealing with the matter". 

Finance minister Pravin Gordhan referred all queries to Maseko. Baloyi's
spokesman, Sefako Nyaka, said the minister was " tying up a few loose
ends on the recent salary agreement" and could not respond until this
had been done. 

However, the bungle appears to have been caused by negotiators who
misunderstood the mandate committee's directive. 

The committee set the limit of the offer at 8,5% but said that as a
concession to workers, the wage agreement could be backdated to April 1
rather than July 1, when it normally takes effect. This would provide a
way of giving public servants more cash in their pockets during this
financial year, while keeping fixed costs down by not raising the
baseline for subsequent years. 

But instead of offering an extra 8,5% for three months, which would have
cost the state R2bn, negotiators added the R2bn on to the wage offer.
This will raise government's fixed costs for wages by an extra R2bn this
year. The sum will be compounded every year into the future as wages
rise by inflation. 

Another consequence of sharply rising salaries is that government, a big
job creator in recent years, will be able to employ fewer people. This
will have the biggest impact on labour-intensive departments and on the
employment of nurses, teachers and police.

Apart from the likely impact on service delivery, fewer government jobs
will also affect government's employment targets. 

Between 2006 and 2008, government employment grew by 90 000, making it,
along with construction, a major job creator. The last time
public-sector salaries rose rapidly, in 1996, the head count in health
fell by 60 000; in the police service by 140 000 and in education by 60
000.
