Nationalisation of mines has no empirical evidence of yielding desired results under the circumstances. Noting that there is no end of recession in sight for the mining sector amid a stronger rand causing export slump on mining and manufacturing output levels.
For instance, the monthly information regarding the mining industry on the basis of mining production figures and mineral sales furnished by the Department of Mineral Resources paints a different picture in terms of the state of the mines in the country vis-a-vis mining operation's continued losses leaving judicial management as the only appropriate course of action for struggling mines to take in the face of the combined negative impact of circumstances beyond the control of management - not to mention BEE beneficiaries and workers being at the receiving end. Let alone that legislation was used to force mining houses to sell equity to well-connected few without entrepreneurial skills, and struck BEE transactions without economic substance. It's no secret those deals committed an act of insolvency and thereby exposing the trading entities to liquidation. That's why government cannot introduce nationalisation programme to carry the financial burdens of the distressed mining entities who failed to deliver any demonstrative net value in the hands of black people. It will never happen, government cannot to use limited resources to ward off expected losses of struggling mines which never benefitted ordinary people. I therefore submit that we cannot nationalise the mines, under the circumstances, precisely because it will not only be a costly exercise but unsustainable and destructive for a developmental state. There is no room for a trial and error experiments which do not take into account the socio-economic imperatives in the country.
