Revolutionary Greetings

1. Various municipalities in the North-West Province were
stripped-off their executive their executive powers to be specific
Madibeng, Moses Kotane, Moretele and others within jurisdiction of our
ill-Province. The purpose was to greater autonomy against political
infights of councillors. COGTA Minister and MEC of Finance presumably on
behalf of off-colour Premier who hasn't able to deal with matters that
daily confronts her official role had to invoke section 139 [b] of the
Constitution of South Africa to promote a renewed relationship between
municipalities and its constituencies.

2. This section was announced in the wake of series of municipal
workers and community bodies in all municipalities, where large majority
protested against delivery of services which directly targeted
corruption activities that has mushroomed in our municipalities. The
primary aim of the strikes was to expose hypocrisy of the political
leadership of municipalities within the Province. Many councillors which
they veil for capitalist greed behind speeches about municipal
incapacity and budget deficit. These strikes showed once again
multiethnic proletariat in the province, that hard class battles must be
waged to resist corruption and workers repression by deployed ANC
cadres.

3. This was the context for SAMWU to have agreed to PEC disbandment
and the establishment of Provincial Task Team, Regional Task team and
ultimately Branch Task Team. The purpose was to refurbish ANC structures
including municipalities, however bourgeoisie politicians are pushing
for sidetracking SAMWU as it remains militant, revolutionary labour
union within local sphere of government against corruption and state
patronage.

4. SAMWU position has nothing to do with capitulation to crass
reformists politicians, and that we stood up to confront capitalist
apologists who remain corrupt in the municipalities. This comes right
after brutal repression of specific workers strikes, aiming to expose
corrupt activities within municipalities and provincial departments as
our sister union has recently allotted to that in the department of
education not forgetting COSATU Provincial Secretary regarding such
alarming acts of corrupt.

5. SAMWU like other unions, has always mobilized its constituencies
to vote for ANC and would continue to do that precisely that we want to
must take charge as the motive force [working class] of the ANC against
2011 as which is just an event that is perceived to bring change of
political faces in municipalities. Our short-term goal is that would
make sure that we shall insist on the importance of getting some
municipal representatives through COSATU.

6. Many greed politicians continuously denounce the importance of
Tripartite Alliance and indeed it is used for narrow ambitions hence I
stand to put it categorically clear that this time we are not to commit
or entrench any resources without clear resolute plan of what should
happen when we are at the peak of state power. The historic role of
Polokwnane Conference was to destroy this duplication, subjecting
strategic deployed comrades to individuals against program abandonment
of organizational conquest of our gigantic ANC hence series of
disbandment were allowed and that the processes should not be abused for
corrupt practices.

7. It remains saddening for us as labour movement to realize that the
PTT/RTT regime counterweight to bureaucratism of ruling stratum. This
stratum is managing the state informed by decisions of ANC factions
installing spineless leadership in various municipalities so that a
personal/political allegiance remains the order in North-West and
regions. This acts have the object of preventing the discontent of
masses from finding a coherent political expression. Ours [SAMWU] is
repressions would not kill thought they would merely drive it
underground and keep up to two system of thought, one official and other
secret.

8. PTT/RTT acquires a sharp political meaning in connection with the
removal union limitations upon those who remain corrupt. Their
conciliatory is mainly informed of warding tenders to the
tenderprenuers-principals and opportunities for careers to the more
ambitious off-spring for narrow political ambitions.

9. Be aware we are watching you.
