SACP NORTH WEST STATEMENT ON THE PROVINCIAL CORRUPT TENDENCIES AND CALL FOR LEARNERS TO ATTEND CLASSES AT TLAKGAMENG
Wednesday, 04 August 2010 The South African Communist Party in the North West province, would wish to register its concern over the conduct of some of our cadres in responding to political debates, our main concern is in relation to public statements made by Comrade Sakie Mofokeng in his respond to COSATU on corruption in the province. Comrade Mofokeng, without seeking to wait for Alliance process, responded to Comrades in COSATU in a manner that seek to defend corruption or corrupt individuals, it is our view as the SACP that very important and progressive would have been Comrade Sakie’s silence and organisational interaction with COSATU, rather than insulting other Comrades in public. It is our further view that accordingly, the ANC has made a call to all of us that we should desist from making public pronouncements in which we attack and insult other Comrades from within the ANC. Now, comrade Mofokeng clearly demonstrate defiance and political ill-discipline, consistent with the manner in which the 1996 Class project dealt with political and organisational matters. As the SACP we believe that comrade Sakie Mofokeng either defends what he knows or he is deliberately politically mis -informed of the political dynamics in the province. Surely, we must acknowledge the reality that our province has for sometime been subjected to corrupt tendencies and as such we should then conclude that corruption must be dealt with once and for all, irrespective of the person claimed to be corrupt or involved without using factional determination on the fight against corruption. As the SACP we will not relax or be silent on these matters. We think that the establishment of the PTT and other structures related to it was in our view a very correct tactical move on the part of the leadership (NEC), however, we further think that this genuine and Comradely move is being abused by those who are using their presence in important and higher structures as a way of enriching themselves competing with those who are now no longer in power, which means doing corruption in their own and for their own interests. As the SACP in the North West province we refuse to allow consistent attempts to divide and destroy the Alliance, ON CORRUPTION AND PATRONAGE Utilising their power, some in the province have made sure that some Municipal Managers and some Executive Mayors who are appointed are only those who are willing to serve along patronage lines – and to further ensure that tenders are given to those who are willing to serve the ruling faction in the province. The notion of fighting the distribution agency for tenders and not fighting against corruption is clear in North West, corruption is wrong only when done by some body and okay when done by others. COSATU in this context it is correct, while there are important developments in relation to political and organisational work in the province, corruption has not been dealt with as we expected. Continuously, tendencies which are very strange in our movement remain dominant and factionalism remains the order of the day, in fact we can conclude that what we experience in our province currently, is factionalism of a special type – of a special type because it is not accountable to any one but itself and it has no respect for the Alliance. We will ensure as the SACP in the North West that we fight corruption in whatever its manifestation – this we do not need approval by any person except being mandated by SACP structures which the Central Committee has outlined that fight against corruption (both public and private sector)is amongst programme areas of focus for the SACP in 2010. ON COMMUNITIES AND LEARNERS OF TLAKGAMENG: The SACP wish to place on record its support for the struggle for better service delivery- in this regard the call by the community of Tlakgameng to have their road constructed as promised by the North West Provincial Government in the past terms. Our view is that the elected government after the five years becomes a successor-in-law of the previous government more so when the majority and governing party remains the same in this instance the ANC, it cannot be accepted that ANC deployees will blame the previous Premier for not delivering to the promise. As the SACP we call on both communities and learners of Tlakgameng to desist and reject any temptation to destroy public investment/property whilst remaining focussed on their call for the North West government to deliver on the promised road construction. We are calling to both Learners and Educators to return back to school and resume the process of teaching and learning. The MEC for Education should be reminded of a precedence he created when he took learners from Khutsong(Merafong) during their demarcation battle and placed then in Taung at Vuselela for their teaching and learning programme to resume, whilst not condoning burning or destruction of public property(schools and libraries), the SACP is calling for the MEC to explore possibilities of doing the same for the Tlakgameng learners or deliver with immediate effect on the promise of portable class rooms.
