This is simply insanity, yet there is something valuable and interesting to me and a set of worrying wider policy questions. So here are some incomplete thoughts on this issue.
They want to advertise, interview and recruit 1400 posts in the space of two months. Moreover, applicants apply in person at the venues. Interesting, as we are likely to see the long lines of unemployed graduates. Visually, this should provide a sad picture of who benefits from the economy in South Africa. Is it possible to run a recruitment process in such a short period of time? I would appreciate some input from people working in government on this. I have browsed through the adverts and I am left wondering how DWAF operates with what looks like a very weak middle layer. The valuable part is that there has been an attempt to think creatively around the problem, and there is an ambitious set of deadlines. From a public service transformation perspective this is going to be interesting to watch. But, there is a seemingly a bigger structural problem. The entire process seems to be guided by the need to spend money before financial year end. Which raises three questions: 1. Why has DWAF not done its HR planning better? 2. Even if DWAF did not plan and implement on time, why are they being forced into a process of recruiting in such a compressed timeline. 3. What exactly is the vacancy rate in the public service?
