The idea of sending 10000 youth for skills training is revolutionary,
authentically empowering and progressive. It necessitates a nationwide
volunteer tutor programme by graduates to support learners in Maths, Science
and Languages. Only after the skills foundation has been laid will it be
possible to begin genuine transformation, that is Blacks and Africans in
particular taking the reigns of the real economy, by that I refer to
manufacturing, agriculture, agro-processing, mining and beneficiation.

 

I’m certain that we would be the first African state to implement such a
programme. Zimbabweans for example produced a lot of humanities and social
sciences graduates, this results in a high quality civil service but does not
eradicate the colonial legacy in the economy.

 

Nationalization without expanding the skills base will be artificial because it
will not transform actual production relations. Multinationals will continue
their hegemony through management fees, technology protection agreements and
concessions.

First things first, acquire the skills and technological know how through
massive public expenditure on research and development and reverse engineering
in key sectors of the real economy.

 

On the question of Land reform, transformation should augment food security and
land ownership rights in the former homelands.

The tribal custody frustrates the development of African commercial farming,
since Land without secure property rights frustrates capital formation. The
Peruvian economist Hernan de Soto has comprehensively dealt with this issue.

 

I again wish to emphasize that all our policy proposals should be based on
realities on the ground and emulating the best model approach.
