The ANC Gauteng acts decisively against a notorious gang of anarchists!

The PEC meeting of 19th September 2011 gave a go-ahead for Tshwane to
hold its Regional Conference on 01-02 October 2011.The decision was
based on the fact that the region had met all conference requirements
i.e. it had exceeded the 70% threshold in terms of the number of
branches that had convened properly constituted quorate branch meetings
which elected delegates and nominated candidates for the Regional
Executive Committee (REC). The Conference was indeed convened by the PEC
Deployees on 01-02 October 2011 to carry out its mandate in line with
Rule 21 of the ANC Constitution. 

In its ordinary meeting held on Monday 03 October 2011, the PWC received
a comprehensive report from the PEC deployees who were mandated to
oversee the preparations, facilitate Branch General Meetings and run the
regional conference in accordance with the conference guidelines as
provided for in the ANC Constitution. The PWC is satisfied that the St.
George's Regional Conferencehas fulfilled its constitutional mandate.

The PWC also reviewed media reports about an unauthorized and
unconstitutional gathering held at Justice College, Tshwane during the
same weekend. The gathering was organized by a notorious gang of
anarchists most of whom have disciplinary cases pending against them.
Some of them have previously been suspended by the previous RECs for the
violent disruption of ANC meetings, forceful occupation of the regional
office and beating up of ANC members who disagree with them. They have
continued to try and undermine successive RECs elected democratically in
regional conferences by setting up well-funded parallel activities that
seek to contest the legitimacy of properly elected Branch Executive
Committees and Regional Executive Committee. The unconstitutional
gathering they organized on Saturday where they purport to have been
elected is the latest in their concerted campaign to undermine ANC
internal processes. On several occasions in the past, the PEC has called
on the previous RECs to act decisively against these anarchists.The PWC
has decided that it is now time to elevate the matter to a provincial
level and stop them on their tracks! 

Accordingly, the PWC has decided to take decisive action to protect the
image of the ANC and safeguard the integrity of its organizational
processes by invoking Rule 25.12 (c) of the ANC Constitution. The
following people have therefore been suspended from the ANC with
immediate effect pending disciplinary proceedings action against them,
for being the principal organizers and orchestrators of anarchy,
ill-discipline and parallel structures in Tshwane: Oupa Phetla, Mafika
Mahlangu, Joel Mphahla, Tshepo Rantho, Santos Matshika and Tebogo
Monaanyane. 

The Provincial Disciplinary Committee will begin disciplinary
proceedings against the six in due course. The PWC has also established
a team to investigate the sources of funding for the perennial
disruptive activities of these anarchists. We are very concerned about
what appears to be a well-funded and coordinated campaign to try and
destabilize not only Tshwane but the entire province of Gauteng. Our
investigation will expose the hidden hand of business people and
politicians who are fueling and financing activities that seek to
disrupt the functioning of the ANC. We have informed the Secretary
General about all the drastic actions we are taking to restore order in
Tshwane and other parts of the province where similar trend of a
sponsored campaign of destabilization has been detected by ANC
structures!

Continuing false reports about the "succession debates" seek to sow
divisions in Gauteng

The PWC and PEC dismissed with contempt ongoing media speculation and
false reports about the so-called succession debates in Gauteng. We
reiterate that no structure of the ANC at branch, regional and
provincial level has started a discussion on the names of leaders who
should be considered for election at the forthcoming 2012 Mangaung
National Conference. In all the 376 properly constituted branches and
three regional conferences that convened successfully, the question who
must lead in the ANC from Mangaung Conference was never discussed. 

The branches and regional conferences are discussing the PEC discussion
documents that are publicly available on our website:

*       Renewal from Below: Reorganizing grassroots structures to solve
people's problems;
*       Challenges of Leadership in Our Time: Revisiting Through the Eye
of the Needle;
*       Integrity Promotion in the ANC: Framework for the work of the
ANC Integrity Committees;
*       Economic transformation: Regeneration of the township economy
and building on the comparative advantage of the economy of each region;
*       Social transformation: tackling urban poverty and building
sustainable livelihoods in communities;
*       Building the ANC's governing capacity: the relationship between
the party and the state; 

The false media reports on the "succession debate" alternate with
another set of false reports whose aim is to keep alive the narrative
and image of Gauteng as a province in which the ANC is locked up in a
permanent battle with its Premier. The different newspapers repeat the
lie that Cde Paul Mashatile has approached President Zuma to remove
Premier Mokonyane as the Premier. As we have publicly stated, the PEC
has never taken a decision to recall Premier Mokonyane and Cde Paul
Mashatile has never raised the matter with the President. The PEC will
continue to support and accountable all leaders deployed in the ANC-led
provincial and local government so that they speed up the implementation
of the Manifesto priorities.

The unity and vibrancy of the ANC in Gauteng is a source of frustration
for "political entrepreneurs" and "imbedded journalists" alike

By continuing to publish these false reports on the "succession debate"
in Gauteng and recycle the media-driven narrative of "Mashatile vs
Mokonyane" and "Zuma vs Motlanthe", the media shows a complete lack of
understanding of the political and organizational dynamics of the ANC in
Gauteng province. Media-driven factions have no resonance among the ANC
members in Gauteng province. 

The journalists who have been writing these shallow stories need to do
thorough work if they want to understand what holds the ANC together in
Gauteng. Our unity and cohesion since the May 2010 Provincial Conference
is a result of genuine political work to bring ANC members together on
the basis of principles, not personalities. 

There is a small group of "political entrepreneurs" who thrive on
divisions and use the names of national or provincial leaders as the
basis for election in branches and regions have failed to be elected in
the recent branch and regional conferences. Branches and regions have
been electing leaders on the basis of their capacity to lead the branch
or region, not their loyalty or closeness to certain provincial or
national leaders.This is an important lesson of leadership!

The political entrepreneurs thrive on chaos, anarchy and factionalism
but they are frustrated by the PEC's ability to keep the ANC together in
Gauteng. They try to use the so-called "succession debate" to get
elected in branch and regional conferences without success. As shown
during the 376 successful branch general meetings and three successful
regional conferences, the ANC members refuse to be diverted into proxy
battles orchestrated by political entrepreneurs who thrive only when
there are major divisions in the organisation. In their endeavor to get
elected, they have also tried unsuccessfully to recreate the narrative
of "Mashatile vs Mokonyane" and "Zuma vs Motlanthe" in order to justify
their ill-discipline and factionalism. 

The ANC is politically dynamic and organizationally vibrant in Gauteng.
Four out of five regions are in good standing, having completed
successful regional conferences. Johannesburg will conclude its regional
conference on 7-9th October 2011. We are confident that the conference
will run smoothly. The province has 376 branches in good standing, out
of 450 potential branches. The membership is 110335 as of 30 September
2011. 

In October-November, we shall be spending six weeks in branches and
zones to train the new members, newly-elected BECs and RECs to
understand the ANC principles, culture and traditions. Central to this
training is to restore the moral integrity of the movement.
