a trade union organising in any sector has an agreement with employers which is called MINIMUM SERVICE AGREEMENT.
It regulates who can go on a protected strike and who can not.. Now this agreement isolate workers that are working in the essential service, which in effect makes the employers operation to slow down. Even in the hospitals\clinics not all workers do go on a strike.. in the event that this agreement is breached employers charge those workers.. a simple logic that can be applied is that strikes can be avoided and NO trade union (atleast cosatu affiliated) just go on a strike without having a series of negotiations... even in this case COSATU has postponed this action atleast twice, and we have given government a chance to look deeply on the issues raised on labour brokers and toll gates. cosatu declared a dispute long time ago so it can not be said that cosatu is counter revolutionary when we as cosatu have followed all the laws in the country to push for our demand and our demand is about banning the labour brokers.. scrapping of the toll gates... funny enough that most of the law makers in the sidelines agree with cosatu.
