Comrades,
As we go to Mangaung I am proposing that the conference should do away
with notion of any member of the ANC serving at any level if chosen by
branches.
It is my take that if we want to reclaim or retain the revolutionary
culture of the ANC we should concentrate we should be jealousy on who
lead us in the ANC. While it is not the main factor but the duration a
person has served in the struggle, and the ANC in particular, has the
bearing on some characteristics that form the character of the ANC and
those the defines the metamophorsis the ANC undergoes in the meantime.
We are told that in countries like China age and the time taken within
their politics is the factor for one to be given political
responsibilities. In Polokwane, we have reaffirmed the need for
political education and this should go with maturity that is attained
over a period of time. My concern is that election or appointment of
people with scant regard of the organisation has been detrimetal to
the ANC. Election of people who are not schooled on the basic of the
political culture of the ANC has brought us the some of the challenges
that we have today.
Below are my proposals for nominations into levels of nominations:-
REC Nominations :- One should be a member of the ANC for a period of
at least 10- 15 years
PEC Nominations :- One should be a member of ANC for period of at least 15 years
NEC Nominations :- One should be a member of ANC for a period of at least 20
years
GOVERNMENT DEPLOYMENTS
PR Councillor and Ward Councillor: minimum of 5 years in the ANC
MMC and Mayor:- minimum of 7 years in the ANC
MPL / MEC/Premier :- Minimum of 10-15 years in the ANC
Minister :- Minimum of 15 years
