This is a response to the piece written by Prof George Devenish (ANC cadre 
deployment method impedes state delivery) The Sunday Independent, 13 January 
2013. Prof is a decorated academic in South Africa whom we have to benefit from 
his knowledge but unfortunately he has become a common politician therefore it 
is proper to respond to his article because it was just a common thinking from 
an intellectual. I was expecting the article to reflect his vast knowledge and 
as an academic must provide answers than complaint. There are two issues which 
worries me from the article 1st It is the total misunderstanding of the concept 
of a cadre according to the ANC definition and 2nd the issue of affirmative 
action. 
Taking it from the ANC deployment policy document: the ANC defines a cadre and 
deployment as follows: The ANC defines a cadre as an individual who has been 
with the organisation for sometime; has received some form of training from the 
organisation and is knowledgeable about the organisation itself; has a 
particular profession gained from within the organisation; is an embodiment of 
the principles of the organisation, the life, the body and soul of the ANC and 
the National Revolutionary Movement. T he ANC further describes some traits 
that can be found in a cadre of the Revolutionary movement which are 
organisational discipline meaning such a comrade shall be ready to protect the 
constitution of the ANC and shall always encourages and build unity within the 
movement; shall be fair, consistent , fearless and be committed to collective 
and organisational processes. Such a comrade shall combat factionalism, not be 
driven by material or financial gains at
 the expense of the principles and policies of the revolutionary organisation 
and of the masses, he or she shall put the interest of the organisation and 
people first, shall respect and governed by the laws of the Republic of South 
Africa. The ANC defines deployment as a process whereby the ANC identify cadres 
and members with the required personal attributes and relevant skills who must 
serve in particular key centres of power and in other levels of both public and 
private sectors. Therefore shall be summarised as indentifying those individual 
with the required personal attributes and the relevant academic qualifications 
who are prepared to serve and put the interest of the people first at all 
times. 
As an academic he was suppose to know well that what he has written in his 
article the ANC defines it as patronage not deployment. Deployment is about 
looking for the best candidates who can implement your policies. The DA, his 
organisation has employed its members or sympathisers to senior position in the 
Western Cape; the DA removed everybody who worked for the ANC regime who 
happened to be black. Were all these officials incompetent and unqualified? The 
DA has deployed or employed its members to run the public service in the 
Western Cape and there is no outcry. The article implies that people who are 
members of the ANC are incompetent and unqualified which is not true. 
The article further talks about the unfair affirmative action, the article 
implies that Apartheid was correct to undermine black people who had talent; 
knowledge and qualified for the job but the jobs were reserved for the 
privileged white people. As an academic he knows that apartheid denied some of 
his black colleagues to be head of departments or faculties and to lead 
institutions. is heyo implying that the appointment of Prof Jansen and other 
black professionals to senior positions was unfair? Again as an academic he 
suppose to know that affirmative action talks of experienced, knowledgeable and 
qualified previously disadvantaged individual. There is a history in South 
Africa which must not be ignored; white benefitted from the unjust system of 
Apartheid even today whites are enjoying the undeserved wealth from the sweat 
of a black man. 
In simple language when the ANC declared the next 10 years as the decade of the 
cadre it means the ANC will conduct political education for its members.
