There is no such thing as "the surplus value of labour".

There is labour-power, surplus labour, surplus value, and profit. These
things are distinct from each other.

Employment Tax Incentive may have the effect of reducing the cost of some
labour power, for some employers, in some circumstances.

Reducing the cost of labour power does not guarantee surplus labour,
surplus value or profit.

A good study of Karl Marx's "Capital" will assist in understanding this
question.
