*YCLSA EASTERN CAPE 3rd PROVINCIAL COUNCIL DECLARATION *

We, 216 delegates from branches and the Provincial Committee of the Young
Communist League of South Africa (YCLSA), Eastern Cape Province, convened
our 3rd Provincial Council from 18-19 January 2014 at University of Fort
Hare, East London Campus.

Our Provincial Council was addressed by our National Deputy Secretary, Cde
Alex Mashilo and we were graced by the presence of Cde Sello Maetso, Cde
Mawethu Rune, Cde Jongumzi Cengani and Cde Malesela Maleka, who are our
National Committee Members. Our Provincial Council was also addressed by
the Deputy Chairperson of the South African Communist Party in our
Province, Cde Noncedo September.

We received messages of support from the Progressive Youth Alliance, the
Congress of South African Students (COSAS), South African Student Congress
Organization (SASCO) and African National Congress Youth League (ANCYL).

We used the Provincial Council as a report back from the last National
Committee Meeting, where we adopted a Young Communist league of South
Africa Election Strategy and the Programme of Action for 2014.

We convened at a time when imperialists are intensifying their struggle to
re-colonize Africa. As the YCLSA we call for vigilance and strengthening of
party to party relations in defence of the revolution

We convened under the theme *“True to our history, Socialism in our
lifetime*”.  Our aim is to ensure that our members and young people all
over the country understand the aims and objectives of the YCLSA. We owe it
to the youth of this country to teach them about the history of the YCLSA
since 1922.  We want to produce all-round cadres that will understand and
view both the YCLSA and the SACP as the only weapons to fight and struggle
for socialism.

We are encouraged by the words of the first National Secretary of the
YCLSA, Cde Ruth First, when she said *“Each generation starts off not from
the beginning of the struggle, but from the footholds built for it by
others, and with the experience and the inspiration bequeathed to it by
others who have gone before. Steadily and painfully, each generation fights
its way upwards, higher than the last, nearer to the goal”.  *

Therefore, we have a huge responsibility, a responsibility that we carry as
others who came before us laid the foundation.



We agreed that to intensify our Operation Khula Campaign in order to grow
the organisation both qualitatively and quantitatively. Our plan is to
build vibrant branches that will ensure that our members are incapacitated
with the Marxism-Leninism theory. In order to achieve we plan to do the
following:

·         All members of the YCL should recruit comrades into the
organization and ensure that the organization grows.

·         We need to, as the YCL, especially at branches, ensure that we
are engaged into meaningful campaigns that addresses the needs and
aspirations of young people. We should also, as the YCL, link our
programmes to that of the SACP and ensure that young people understand and
participate in the programme.

·         Our other major task is to build the SACP. We should ensure that
all young people above 18 joins and participate as part of the vanguard of
the working class.

·         Our targets are learners, students, young workers, rural and
township youth and young women as a priority. We need to create an army of
committed young communists within the working class and the poor to
strengthen and build socialism NOW!!

The Provincial Council the need to strengthen and intensify the
implementation of our programmes and further resolved that in the immediate
we must focus on the followings:

·         We must intensify the consolidation of youth vote for African
National Congress in the forthcoming General National Elections, where all
our membership will be the volunteers of the ANC.

·         We must embark on the Walter Sisulu University save campaign,
where we call for the convening of the Education Summit to engage and chart
a way-forward on the challenges facing the university.

·         We call for the monitoring of Scholar Transport and School
Nutrition by affected departments and stakeholders respectively.

·         We call both Provincial Government and Municipalities to use the
Provincial accommodation facilities for all the activities they are engaged
on.

·         We call for the establishments of special courts for the death of
initiates.



We declare our Provincial Council which was characterized by robust
debates, maximum discipline and unity as the core values of a revolutionary
force that must be preserved.
