South African Communist Party, Brian Bunting District, 5 June 2014

Brian Bunting District Council

On the 31st of May 2014, the South African Communist Party in the Brian
Bunting (Cape Metro) Held its District Council in Town two, Khayelitsha. The
District Council was attended by delegates from all our branches across the
District.

As it was the first Council after the general elections one of its
objectives was to assess the work of the SACP Red Brigades during the
elections campaign and ANC led performance during the 5th General Elections.
Further than that the council was to assess the impact of the elections in
the growth of the SACP membership.

The Council convened under the programmatic theme, "Marching towards our 4th
District Congress and building on the elections momentum and moving towards
the rebuilding of a Quantitative and Qualitative Party and the united
Alliance".

Membership and Branches

In the build-up to the general elections, the Party identified two
interrelated objectives namely; the ANC's overwhelming majority and to
increase the SAC P membership and building of our branches. Today, we can
proudly say those two objectives have been achieved because the ANC got a
landslide victory and we are have membership and building SACP branches in
areas where we never existed before.

However in as much as the membership of the SACP is rapidly growing in the
black working class areas on the coloured working class areas there is a
slow growth. Thus the District council resolved that we should direct our
energies to the coloured working class areas and also the rolling-out of
political schools for the next three months and beyond.

SACP Brian Bunting Red Brigades

The launch of Chris Hani Red Brigades in February this year, gave the Party
an army of committed volunteers who were able to campaign in the areas which
were also seen as hostile to the ANC. Thus the council resolve that the work
of red brigades not to be demobilise but continue post elections in a form
Know Your Neighbourhood Campaign (KYNC) and also return back to areas we
visited during the elections.

Our Red Brigades uncovered many wrong tendencies and including the wrong
behaviour of some ANC public representatives and the main content of our Red
Brigade report shall be submitted to the ANC leadership with our
recommendations.

Rebuild our youth-wing, the YCLSA

The council emphasised the need to have a strong and campaigning YCLSA in
the District the Party in the District shall take full responsibility of
assisting young communist in the District to re-establish our YCL as per the
resolutions of our 2002 National Congress. This task is urgent because we
have observed that many struggles waged in the recent past whether it's the
workers or community struggles, there is dominance of young people. It was
therefore the strong belief of the District Council that the presence of YCL
will help to capture young people so that they can't be captured by
anarchists and demagogues who are bent on exploiting the conditions that
they are finding themselves in. Hence the emergence of the lumpen youth in
our communities and work places can be easily attributed to the collapse of
principled and progressive youth formations.

The outcomes of the 2014 General Elections and the State of the Alliance and
moving to 2016

This District Council interrogated the outcomes of the elections in the
metro and the province. On the 7th May 2014, the ANC in the Metro could only
attain 31.13 % against the DA 61.5 %. These results clearly exposes that
Metro is underperforming and that has a huge effect on the provincial
result. The results are indeed a through reflection that not much has been
done in campaigning as the ANC in the region visited 8% percent of the
target it sets. And thus we believe that the outcomes do not necessary
present a growing support for the DA but that of our own organisational and
political weaknesses as the ANC led alliance. And those weaknesses are as
the results of the following challenges namely;

.        Factionalism;

. The inability of the ANC to convene its constitutional meetings
such as RGC/ PGC as platforms for both political and organizational
reflection

. Gate-keeping and

. Rooi gevaar

Therefore the council attributed the above, our performance in the region
and province can also be to the fact that the ANC went to these elections
with much fractured structures and fragmented alliance. By implication, a
fractured and fragmented structure compromises capacity. For all these
factors, we call for the ANC national leadership to intervene to both the
region and the province. Clearly, the current leadership of the ANC in the
region presents a serious threat for our electoral victory in the upcoming
local government in 2016.

Based on the results of the provincial elections in particular as they
relate to Cape Metro, there is clearly no time to demobilise but to ensure
that structures of the ANC led alliance are built in order respond to the
perpetuation of the neo-liberal policies of the Democratic alliance.
Building credible ANC structures and uniting the alliance will the in the
next Five Years and in the build-up to the forthcoming local government
elections will help our campaigns to be based on mass work across the metro
and driven by our branches. Such structure should agitate of our masses to
be our tool to also build activist communities because we are not dealing
with an enemy that is prepared to listen to our grievance but a very
arrogant enemy, the DA and thus we shall lead the agitation of our masses.

Ses'khona

The council also further engaged on the presence and relevance of Ses'khona
people's movement. The council further resolved that there is no
contradiction between activists of Ses'khona and members of the Party. It
however concerning that some of our alliance structures through factional
thinking is dangerously elevating the Civic movement to be political
organisation. Hence as the SACP we view the existence of Ses'khona as
necessary and important in advancing community struggle which no amount
blackmailing it will ever resolve the challenges of sanitation the province.
We urge our alliance partners ANC in particular to work closely with the
masses of Ses'khona and can only be achieve if personality cult are pushed
to the periphery in order to readdress the inhumane conditions our people
are subjected to it.

Way forward

Having grasped the background above and with the working class in the metro
still going to face the neo-liberal onslaught from the DA rule for the next
Five Years, we therefore have the responsibility to re-assert our authority
as the vanguard Party of the working class in the metro and the Province.
For the next three months and beyond, we should pay attention to the
following key fronts;

. Rebuild the Organs of Peoples Power in our communities and led by
principled cadreship

. Build the Party both quantitatively and qualitatively

. Rolling out of our Know Your Neighborhood Campaign

. Lead the financial sector campaign
